In the information age we live in, data sharing is becoming a priority for law enforcement and criminal justice agencies. The more information an agency has access to, the better it will be able to increase public safety, make strategic decisions, do tactical planning, and perform criminal analysis. Since there are so many different data systems currently in use by agencies and many of them have disparate formats, sharing data across separate systems and between multiple agencies is usually a very tedious and costly process. How Fusion^im Works

DataWorks Plus has proven experience as a systems integrator integrating systems that would otherwise be considered incompatible with each other. By creating custom data adapters, we can allow data from any of your agency’s systems such as an RMS (Records Management System), CAD (Computer Aided Dispatch), JMS (Jail Management System), Courts, or Warrants System to be viewed within a single easy-to-use interface in real time. The Fusion^im system can be web-based or client-based. As long as Fusion^im is given access to the data, it can be incorporated through fusion source adapters into the infrastructure and made available for indexing, searches, and display. You can even create new applications using this approach.

Fusion^im is Java and web-based, which allows the system to run on Windows, Unix, Linux, Mac, or any operating system that Java runs on. The system is scalable to meet your agency’s specific needs, and can link across multiple agencies in a county or region.

Searching Tools

With Fusion^im you can perform a variety of search functions that will query all interfaced data sources and present the results in a unified display that is easy to read. Some of the most practical search types are person, location, organization, and property searches:

• Person Search: Search multiple databases for a particular person’s records. Examples of the databases that can be queried include mugshots, fingerprints, RMS, JMS, Courts, and Warrants. Databases that include images of an individual can have their photos, fingerprints, or other images displayed with the results. Relationships between people can be seen from the results screen or by using the relationship analytical tool.
• Location Search: Select addresses or other geographic identifiers to map out the locations of the transactions involving an individual, entity, or object. The location points can be displayed graphically over a street map, satellite map, or hybrid. This is particularly useful for trend analysis and determining hotspots where certain activities are prevalent.
• Organization Search: Search databases for transactions involving organized groups or entities such as gangs, companies, and agencies. This function is useful for investigative purposes by serving as a relational database where users can view correlations between certain organizational activities or operations.
• Property Search: The Fusion^im Property Search function allows the user to search databases for any type of property material. This could include physical property such as vehicles, equipment, and case evidence, or financial property such as securities, stock-certificates, and titles. If available, users can even view images of relevant property documents. This function helps with property recovery, property tracking, and investigations.

Navigation in Fusion^im is easy. Customized menus guide the user, and hyperlinks to related pages and live websites bring relevant data to the user within seconds. All search results displayed within Fusion^im are also fully customizable in their presentation. Whether you wish to have the data broken down into individual database tabs or consolidated into a single page of data, DataWorks Plus will configure the interface to meet all of your agency’s needs and preferences.

 

Analytical Tools

Fusion^im is equipped with a robust set of analytical and searching tools. Any data field from any system can be adapted into the system as a searchable source. For example, when you search for a person using information such as a driver’s license or social security number, Fusion^im will parse through the data on all of the available systems. The user can see any data that might be linked, such as other arrests, vehicles, or known associates. The information will be arranged according to the business logic rules in place. The user could then click on incident location and Fusion^im can display a map of that location. When plotted over a specific time frame, the easy-to-view search results can be used for determining trend analysis, tracking incident histories, and revealing hotspots in which certain types of activities are prevalent.

While standard reports and analytical tools are available in the system, all of these tools are developed and deployed using an open-ended reporting platform. This enables any set of reports to be customized for your agency and allows for additional reports to be easily incorporated into the system after installation. Fusion^im will not only provide an effective basis for searching all of your agency’s current data, but also can serve as an integrated crime incident information repository that any authorized user can access to aid in the recovery, apprehension, and identification of people, property, and events.

 

Security

One of the highest concerns that agencies have when considering the acquisition of a data sharing system is that all information is kept secure from unauthorized viewing. Although Fusion^im has the ability to access data from multiple agencies at once, all records remain owned by the originating agency, and release of those records is controlled by that agency. This ensures that all information sharing is compliant with known regulations and requirements and users may only view data they are authorized to view. All transactions are logged in detail and are available for review or analysis including the user making the change, the user’s IP address, and the date/time of the transaction. This allows administrators to see all data entry, views, deletions, and data changes at any time.

 

Role-Based Security: Fusion^im implements role-based security with a Single-Sign-On (SSO) architecture. Each agency using the system can assign user roles within its own agency and to control the level of authority that those user roles maintain. These user roles determine the level and type of access that both internal users and users from external entities have to data that originated within that agency. Every user can be assigned to multiple roles. In addition to agency transactional control based on user roles, users may also be restricted by the type of data that is being stored, or by the current state of a transaction.

 

The benefit of using this role-based security with Fusion^im is that administrators can strictly configure any user’s access privileges within multiple systems, but the user will no longer have to keep track of multiple logins. Some of the login methods supported in Fusion^im include usernames, pass codes, and even biometrics. Fusion^im will maximize the security, efficiency, and productivity of all data sharing needed by your agency.
